Buy a cheap peice of shat and learn playing. I do recommend electric guitar though. I've never liked the acoustic guitars... But if they have steel strings, then I LOVE em hehe

Still, it's your choice, if you're more into rock and stuff like that go electric.
Yamaha has some nice starter packs for not that much cash.

And btw: Only those with weak fingers play with picks
Nails are 10x better imo

Get a second-hand starter pack from Ebay. Like everyone before said - get a cheap piece of crap first. Get a few sets of strings because you will break a lot when learning. Get an acoustic or Spanish guitar for when you want to practise without an amp/in the park. Guitars are so ridiculously cheap these days it's hard to go wrong. Get some people to play with too, it's easier to learn in a group IMO.

If you are just starting to learn the ideal thing to do is borrow one, you must know sombody with a guitar ^^.

I don't play guitar but I recently taught myself Bass guitar, I borrowed my cousins bass (which was pretty crappy) then when I felt I had got the nack of the technical side of things (and was really enjoying it) I bought myself one.
Also if you are just looking for somthing cheap and crappy to learn on, two words... Pawn Shop. They always seem to have a selection on guitars in there and they usually have no idea how much they are worth so sell them cheap, if your crafty you can also get a really good deal.

Good luck and have fun ^^.
